People's governments of provinces, autonomous regions and municipalities directly under the central government, ministries and commissions under the State Council, and institutions directly under the State Council:
Urban infrastructure is the material basis for the normal operation and healthy development of cities. It plays an important role in improving the living environment, enhancing the comprehensive carrying capacity of cities, improving the efficiency of urban operation, steadily promoting new urbanization, and ensuring the completion of a well-off society in 2020. At present, there are still some problems in China's urban infrastructure, such as insufficient total amount, low standard, extensive operation and management, etc. Strengthening the construction of urban infrastructure is conducive to promoting the adjustment of economic structure and the transformation of development mode, stimulating the growth of investment and consumption, expanding employment, and promoting energy conservation and emission reduction. In order to strengthen and improve the construction of urban infrastructure, the following opinions are put forward:
1 、 General requirements
（1） Guiding ideology. Guided by Deng Xiaoping theory, the important thought of "Three Represents" and the scientific outlook on development, focusing on the major strategic deployment of promoting new urbanization, we should base ourselves on stable growth, structural adjustment, reform promotion and people's livelihood, conduct scientific research and overall planning, improve the level of urban infrastructure construction and management, and improve the quality of urbanization; Deepen the reform of the investment and financing system and give full play to the basic role of the market in allocating resources; Focus on the construction of * * infrastructure projects that benefit both the present and the long term, and improve the comprehensive carrying capacity of the city; Ensure the safety of urban operation, improve the ecological environment of urban human settlements, promote urban energy conservation and emission reduction, and promote the sustainable and healthy development of economy and society.
（2） Basic principles.
Planning guidance. We should stick to planning first and then construction, and earnestly strengthen the scientificity, authority and seriousness of planning. Give play to the control and leading role of planning, strictly follow the overall urban planning and land use planning, fully consider the requirements of resource and environmental impact and cultural relics protection, and orderly promote the construction of urban infrastructure.
Give priority to people's livelihood. We should adhere to the principle of underground first and then above ground, give priority to the construction of infrastructure closely related to people's livelihood, such as water supply, gas supply, heat supply, electricity, communications, public transport, logistics distribution, disaster prevention and risk avoidance, and strengthen the transformation of old infrastructure. Ensure the supply of urban infrastructure and public service facilities, improve the level of facilities and service quality, and meet the basic living needs of residents.
Safety first. Improve the construction quality, operation standards and management level of infrastructure such as urban pipe network, drainage and waterlogging prevention, fire protection, transportation, sewage and garbage treatment, etc., identify potential safety hazards, enhance the ability of urban disaster prevention and mitigation, and ensure the safety of urban operation.
Mechanism innovation. On the basis of ensuring government investment, we should give full play to the role of market mechanism and further improve the price formation, adjustment and compensation mechanism of urban public utilities. We will increase support from financial institutions and encourage social funds to participate in urban infrastructure construction.
Green * *** Implement the concepts of ecological civilization such as intensive, intelligent, green and low-carbon, improve the industrialization level of urban infrastructure construction, optimize the development environment of energy-saving buildings and green buildings, establish relevant standard systems and specifications, promote energy conservation, emission reduction and pollution prevention, and improve the quality of urban ecological environment.
2 、 Promote the improvement of urban infrastructure around the * * field
At present, we should accelerate the transformation and upgrading of urban infrastructure and improve the level of urban infrastructure around the * * areas that improve people's livelihood, ensure urban safety, and have a significant investment pull effect.
（1） Strengthen the construction of urban road traffic infrastructure.
Public transport infrastructure construction. Cities with conditions are encouraged to promote the construction of subway, light rail and other urban rail transit systems in accordance with the principle of "acting within their capabilities and developing in an orderly manner", so as to play the role of subway as the backbone of public transport and drive the development of urban public transport and related industries. By 2015, the national rail transit will increase the operating mileage by 1000 kilometers. Actively develop high-capacity ground public transport, and accelerate the construction of dispatching center, parking lot, maintenance yard, initial and terminal stations and parking stations; Promote the construction of transfer hubs, charging piles, charging stations, public parking lots and other supporting service facilities, and integrate them into the urban old city reconstruction and new city construction planning for synchronous implementation.
Construction and reconstruction of urban roads and bridges. We will accelerate the improvement of the urban road network system, increase the density of the road network, and improve the connectivity and accessibility of the urban road network. Strengthen the safety inspection, reinforcement and reconstruction of urban bridges, and rectify potential safety hazards within a time limit. Accelerate the construction of urban bridge information system, strictly implement the bridge safety management system, and ensure the operation safety of urban roads and bridges. All cities should complete the safety testing of urban bridges as soon as possible and publish the testing results in time. By 2015, they should strive to complete the reinforcement and reconstruction of dangerous urban bridges across the country, and build a bridge information management system in cities above the prefecture level.
Construction of urban pedestrian and bicycle transportation system. Urban transportation should establish the concept of pedestrian priority, improve residents' travel environment, ensure travel safety, and advocate green travel. Cities with cities should build urban pedestrian and bicycle "greenways", strengthen the construction of pedestrian crossing facilities, bicycle parking facilities, road shade greening, lighting and other facilities, and effectively change the traffic development mode of excessive dependence on car travel.
（2） We will strengthen the construction and transformation of urban pipe networks.
Construction and reconstruction of municipal underground pipe network. Strengthen the construction, transformation and inspection of various underground pipe networks such as urban water supply, sewage, rainwater, gas, heat supply and communication, give priority to the transformation of old pipe networks with backward materials, serious leakage and safety impact, and ensure that the leakage rate of pipe networks is controlled within the national standard. By 2015, we will complete the reconstruction of 80000 kilometers of urban gas pipelines in the country and 92800 kilometers of urban central heating pipelines in northern heating areas, and the pipeline accident rate will be significantly reduced; Achieve the goal of 94% urban gas penetration and 65% county and small town gas penetration. Carry out the pilot project of urban underground pipe gallery, and start the pilot project of underground pipe gallery in 36 large and medium-sized cities * * in about three years; Small and medium-sized cities should build a number of comprehensive pipe gallery projects according to local conditions. New roads, new urban areas and underground pipe networks in various parks shall be developed and constructed in accordance with the comprehensive pipe gallery mode.
Construction of urban water supply, drainage and flood prevention facilities. Accelerate the transformation and construction of urban water supply facilities, actively promote the coordinated regional water supply in urban and rural areas, and strive to achieve the double goals of 95% urban public water supply penetration rate and water quality standards by 2015; Strengthen the construction and protection of drinking water sources, make rational use of water resources, and close the self provided wells within the scope of the urban public water supply network within a time limit, so as to effectively ensure the safety of urban water supply. On the basis of * * general survey and finding out the current situation, the planning of urban drainage and waterlogging prevention facilities is prepared. Accelerate the reconstruction of rainwater and sewage distribution network and the construction of drainage and waterlogging prevention facilities to solve the problem of urban waterlogging. Actively promote the low impact development and construction mode, take the requirements of buildings, residential rainwater collection and utilization, permeable area, blue line delimitation and protection as the preconditions for urban planning permission and project construction, and adjust measures to local conditions to build rainwater retention, collection and utilization and other peak shaving and storage facilities. We will strengthen the protection and management of urban river and lake systems, strengthen the protection of the blue line of cities, resolutely stop the illegal occupation of river and lake systems due to urban construction, and maintain their ecological, drainage and flood prevention functions. We will improve urban flood control facilities and improve measures such as forecasting and early warning, command and dispatch, and emergency rescue. By 2015, important flood control cities will meet the flood control standards set by the state** We will improve the capacity of urban drainage, flood prevention and disaster reduction, and build a relatively complete urban drainage, flood prevention and flood control engineering system in about 10 years.
Urban power grid construction. Integrate the development of distribution network into the overall urban and rural planning, further strengthen the construction of urban distribution network, and realize the coordinated development of all voltage levels. By 2015, 500 (or 330) kV ring network will be basically formed in central cities across the country, and 220 (or 110) kV ring network will be built in most cities. Promote the intelligent urban power grid to meet the grid connection requirements of new energy power and distributed generation system, optimize demand side management, and gradually realize the two-way interaction between power system and users. In order to improve the utilization rate, safety and reliability level and power quality of power system, further strengthen the research and pilot demonstration of key technologies of urban intelligent distribution network.
（3） Accelerate the construction of sewage and waste treatment facilities.
Construction of urban sewage treatment facilities. With facility construction and operation guarantee as the main line, accelerate the formation of a construction pattern of "simultaneous development of power plants and power grids, equal emphasis on mud and water, and recycling". Priority should be given to upgrading and transforming backward facilities to ensure that the effluent from urban sewage treatment plants meets the new national environmental protection discharge requirements or class IV standards for surface water. By 2015, 36 * * urban areas will realize "full collection and treatment" of sewage, and all cities in China will realize centralized sewage treatment, with the urban sewage treatment rate reaching 85%, and 73000 kilometers of sewage pipe network completed. According to the requirements of "harmlessness and recycling", the construction of sludge treatment and disposal facilities was strengthened, and the harmless disposal rate of urban sludge reached about 70%; Accelerate the construction of water-saving cities, and accelerate the construction of reclaimed water and sewage recycling facilities in buildings in areas where water resources are scarce and water environment quality is poor. By 2015, the utilization rate of reclaimed water in urban sewage treatment facilities will reach more than 20%; Ensure urban water safety, * * urban water ecology, * * inferior to class V water body, and improve urban water environment.
Construction of urban domestic waste treatment facilities. Taking large and medium-sized cities as * *, build demonstration cities (districts) of domestic waste classification and demonstration projects of domestic waste stock treatment. Strengthen the construction of treatment facilities and improve the capacity of domestic waste treatment. Improve the reduction, recycling and harmless level of municipal solid waste treatment. By 2015, all 36 * * cities will have achieved harmless treatment of domestic waste, and the harmless treatment rate of municipal domestic waste in cities will reach about 90%; By 2017, the municipal domestic waste will be * * treated to ensure the standardized operation of waste treatment facilities, prevent secondary pollution and get rid of the dilemma of "garbage besieging the city".
（4） Strengthen the construction of ecological gardens.
Urban park construction. In combination with urban and rural environmental improvement, urban village reconstruction, abandoned land ecological * *, we will strengthen the planning and construction of community parks, street parks, country parks, greenways and greenways, improve the ecological garden index system, and promote the construction of ecological garden cities. By 2015, ensure that the per capita area of park green space in the old urban area is not less than 5 square meters, and the coverage rate of park green space service radius is not less than 60%. Strengthen the operation management, strengthen the public service attribute of the park, and strictly control the green line.
Improve the function of urban green space. By 2015, at least one disaster prevention and risk avoidance park with a certain scale, complete water, gas, electricity and other facilities and perfect functions will be built in the city. Combined with the reconstruction and construction of urban sewage pipe network and drainage and waterlogging prevention facilities, through permeable pavement, select plants with water humidity resistance and strong adsorption and purification ability, build sunken green space and Urban Wetland Park, and improve the functions of urban green space such as rainwater collection, flood storage and drainage, groundwater supplement, and ecological purification.
3、 Scientifically formulate plans and play a leading role in regulation and control
（1） Scientifically prepare the master plan of the city. Firmly establish the concept of planning first, follow the objective laws of urbanization and urban-rural development, scientifically prepare the urban master plan based on the carrying capacity of resources and environment, do a good job in the connection with the overall plan of land use, and make overall arrangements for the construction of urban infrastructure. Focus on people's livelihood, use land economically and intensively, and strictly prohibit unrealistic "performance projects", "image projects" and "bean curd dregs projects" that breed corruption. We will strengthen the overall planning and coordination of urban master planning for spatial layout. Carry out construction in strict accordance with the plan to prevent the disorderly spread of various development activities. Carry out the investigation and evalsuation of underground space resources, formulate the development and utilization plan of urban underground space, plan the layout of various underground facilities and pipelines, and realize the rational development and utilization.
（2） We will improve and implement the special plan for urban infrastructure construction. The construction of urban infrastructure should be more scientific and forward-looking, and avoid blind and disorderly construction. Complete the urban comprehensive transportation, power, drainage and waterlogging prevention as soon as possible and the old central heating pipe network reconstruction plan in northern heating areas. Pay close attention to the implementation of the "12th Five Year Plan" for sewage treatment and recycling, construction of domestic waste treatment facilities, urban water supply, urban gas, etc. All construction activities should strictly implement the building energy efficiency standards and implement the green building action plan.
（3） We will strengthen the overall planning of supporting infrastructure for public services. In the process of urban infrastructure planning and construction, the construction of public service facilities such as urban and rural infrastructure, education, public security, culture, sports and community services should be considered as a whole. We should reasonably arrange and build professional wholesale markets of agricultural products, logistics distribution stations, etc., improve the construction and management of urban public toilets, and strengthen the construction of public fire-fighting facilities, civil air defense facilities, disaster prevention and risk avoidance places, etc.
4 、 Do a good job in project implementation and speed up the progress of infrastructure construction
（1） Accelerate the construction of projects under construction. All localities should coordinate the infrastructure projects under construction and speed up the construction progress. Through the establishment of urban infrastructure construction project information system, * * master the progress of projects under construction. For the construction of urban roads and public transport facilities, the construction of municipal underground pipe networks, the construction and transformation of urban water supply facilities, the construction and transformation of urban sewage treatment facilities, the construction of urban domestic waste treatment facilities, the construction of fire-fighting facilities and other projects under construction, it is necessary to ensure that the project construction is completed within the specified time limit. All localities shall list the completion schedule of the projects under construction, arrange the construction period backwards, and implement it by items and sections; Take * * measures to ensure that construction funds, materials, labor, equipment and facilities are in place in time or in advance; It is necessary to optimize the project organization design, make full use of new ideas, new technologies and new processes, and promote the implementation of projects under construction.
（2） Actively promote the commencement of new projects. Implement specific projects according to the special planning for urban infrastructure construction, conduct scientific demonstration, and speed up the preliminary work of project initiation, planning, environmental protection, land use, etc. We will further optimize and simplify the approval process for urban infrastructure construction projects, reduce and eliminate unnecessary administrative intervention, and gradually shift to a professional management mode that combines filing, approval and approval. It is necessary to strengthen the division of labor and cooperation among departments, do a good job in the review and demonstration in the fields of environment, technology and safety, explore the establishment of a "green channel" for the approval of major infrastructure construction projects, and increase the approval rate. On the basis of improving the planning, for the projects that have been reviewed and qualified for commencement, we should pay close attention to the implementation of bidding, construction drawing design review, determination of construction and supervision units and other supporting work, and start construction as soon as possible.
（3） Reserve for subsequent projects. In accordance with the requirements of the overall urban planning and the special planning of infrastructure, plan the urban infrastructure construction projects in advance. Departments at all levels of development and reform, housing and urban and rural construction, planning, land and resources should emancipate the mind, change their functions and work style, and realize the docking of reserve projects with the annual construction plan * * by taking measures such as overall research, good land use planning and arrangement, early allocations of project feasibility study funds, and acceleration of project feasibility study. For the projects to be constructed in 2016 and 2017, we should pay close attention to the preparatory work and establish a unified and perfect urban infrastructure project reserve.
5 、 Ensure government investment and promote the reform of investment and financing system and operation mechanism of infrastructure construction
（1） Ensure government input. Governments at all levels should take strengthening and improving urban infrastructure construction as their work and vigorously promote it** Finance supports urban infrastructure construction through existing channels such as * * budget investment and urban sewage pipe network project, and local governments should ensure the capital investment in urban infrastructure construction. Governments at all levels should give full consideration to and give priority to the demand for land for urban infrastructure construction. For projects that comply with the catalogue of allocated land, construction land shall be supplied by means of allocations. Land for infrastructure construction shall be included in the annual land use plan and the construction land supply plan to ensure the supply of construction land.
（2） Promote the reform of investment and financing system and operation mechanism. Establish a rational division of labor between the government and the market for urban infrastructure investment and financing system. politics
